Nationalists have called for powers over gambling in Scotland to be devolved to guard against Westminster deregulation of the industry. Justice spokesman Kenny MacAskill said the possibility of super casinos being opened would lead to a "huge rise" in gambling addiction. The MSP said the Scottish Executive was "powerless" to stop the plans. However, a Scottish Executive spokesman insisted that the proposals would give ministers more power. A backbench rebellion against plans to overhaul gambling law failed on Tuesday, however the UK Government's majority was reduced.

L'association culturelle Bemdez, qui a pour buts de promouvoir la culture bretonne et d'assurer la légitimité de son développement, salue la quatrième victoire de militants bretons vannetais, par ailleurs membres de l'association. En effet, après les victoires de Carnac notamment contre la gendarmerie et la Préfecture ; celles de deux militants contre un juge instructeur, un procureur, la Division Nationale Anti-Terroriste et la gendarmerie ; nous pouvons ce jour savourer la débandade du Conseil Général du Morbihan malgré la peine infligée à un militant de SAB (Stourm Ar Brezhoneg). Cet homme est condamné en appel à un mois de prison avec sursis assorti de l'obligation d'effectuer un travail d'intérêt général de 100 heures portant sur du nettoyage dans un délai de 12 mois. Dans cette affaire, le CG 56 a jeté son dévolu sur une seule personne en mobilisant toute son énergie pour qu'elle réponde et paye des actions de barbouillage de panneaux de SAB, effectuées dans le but de faire intégrer le breton dans la vie publique. Or, il lui est reproché 12 sur les 1500 panneaux qui auraient été noircis dernièrement dans ce département.

The young actor has urged the Scottish Executive to show the initiative and take advantage of the "rebirth" of the Scottish screen industry. Boyd, who played the Hobbit Pippin Took in the Tolkien trilogy, urged the executive to harness the movie talent living and working north of the border. He was speaking at an event in Glasgow announcing film award nominations. When asked about Scotland's movie-making facilities, he said: "It's great but it could always be better. It would be lovely to see a studio up here at some point. That would be a great step forward.

According to Spanish National Criminal Court Judge Juan Del Olmo, newspaper Euskaldunon Egunkaria constituted "an illegal association" from the moment it was created, and he has therefore indicted eight people who held key positions, including Joxemi Zumalabe, the Chief Executive of Egunkaria S.A., despite the fact that he has been dead since 1993. The judge has indicted seven of the ten people arrested in the operation conducted by the Spanish Civil Guard to close down Egunkaria, which means that three have not been charged. In the indictment the judge states that he will not be trying Martin Ugalde, as there is a lack of "sufficient criminal evidence" against him.

A joined Spanish Socialist and Conservative vote turned down last Tuesday, November 2, a proposal by Catalan conservative nationalists to modify the Spanish law precluding international acceptance of Catalan sport teams or selections. Socialists rejected the proposal arguing, precisely, that Catalan national selections were out of law. On the other side, the proposal was approved by the rest of political parties in the Spanish Parliament, such as ERC (left-wing Catalan nationalists), which reminded that one third of internationally recognised Skating Federations belonged to non-independent or stateless countries. Yet, Esquerra Verda (ecologists) criticised that the proposal had been produced disregarding the commitment undertaken by all Catalan parties to jointly fight for international recognition of Catalan selections. Spain is so opposed to such a recognition, that Spanish Premier flatly stated yesterday, November 3, that never ever a Catalan team would play against a Spanish one, as the case might be, if Catalan Hockey Federation is definitely recognised this very same month in Fresno (CA, USA).

WALES needs a different time zone to help reduce the nation's injury toll, it has been claimed. Britain should be split into separate time zones to cut down on accidents, says a leading member of Wales' Green Party. Martyn Shrewsbury believes people in England and Wales should set their clocks to a different hour than Scotland. He wants to see the annual October clock change of the clocks going back an hour, abandoned to allow lighter evenings. The Swansea-based Green Party spokesman said, "An extra hour of daylight on winter evenings could save up to 138 lives on English and Welsh roads. Currently many people leave work and travel home in the dark. That makes it much harder for drivers to see them." But he believes the same move should not necessarily have to take place in Scotland.

WELSH people who speak more than one language are more likely to be richer, happier and sexier according to a new study carried out by the creator of the Sunday Times Rich List. The first authoritative study by Philip Beresford, for the Michel Thomas Language Centre, into the benefits of learning a second language shows that multilingual Welsh people are highly sought after in both the bedroom and the boardroom. And the more languages, the better the prospects, with foreign languages beneficial as well as skills in Welsh and English.

The top politician on the Italian island of Sardinia, computer tycoon Renato Soru, wants the United States to close its nuclear submarine base there for environmental reasons. Soru, the left-leaning founder of major European Internet service provider Tiscali, said the island "had done its bit" by hosting the base for 32 years but it was time for it to close. "I say this in a friendly way: the moment has come when it's necessary for the Americans to abandon their nuclear submarine base," the la Repubblica newspaper quoted Soru, now president of the island's regional government, as saying. The base at Maddalena on the island which lies off Italy's western coast was established under a bilateral agreement with the United States so the regional government could not close it on its own, an Italian government source said. Conservationist group Legambiente said it had conducted tests that showed increased levels of radiation in the waters that could be traced to the submarines. "We are satisfied by the courage and determination of the regional government president," Legambiente head Roberto Della Seta said.

A bilateral agreement between Veneto and Friuli Venezia Giulia has signed in the run up to the creation of the euroregion, a macro-area, as part of the new Europe, which will include, besides the two north-eastern Italian regions, also Carinthia, Slovenia, and Croatia. It has been talked about for some time, but today in Venice, in the office of the regional council, at Palazzo Balbi, the President of Veneto Region, Giancarlo Galan, and his Friuli Venezia Giulia colleague, Riccardo Illy, took a significant step, signing a document that again narrows the distance from the effective birth of the euroregion. "I predict that the euro-region - said Illy at the end of the ceremony - will be born in a year and a half."

IMMIGRANTS will not need to speak or learn the Irish language in order to become gardai under new proposals being considered by the Department of Justice. The department is stressing that the proposal to drop the Irish language requirement does not mean an abolition of the rule for everybody. Only immigrants would be exempt. "The minister is in consultation with Noel Conroy, the garda commissioner, and a decision will be made in a few weeks," the department said. Groups representing migrant workers say current entry requirements to the gardai make it impossible for immigrants to join. Educational requirements include a grade not lower than D in Irish at ordinary level Leaving Certificate standard, or a grade not lower than C at foundation level in Irish in the established Leaving Certificate or Leaving Certificate Vocational Programme. Defenders of the Irish language are opposed to the proposal, however, because they believe it undermines the importance of its usage in everyday conversation. Conradh na Gaeilge, the Irish language lobby group, has criticised the proposals and described McDowell's plan as "a step backwards".

VilaWeb has found out that ICANN, the Internet organisation responsible for domain suffixes in the Network, will, most probably, take .cat suffix into account next December at Cape Town. Today, October 29, has been known that .travel and. board suffixes have passed admission to next stage, but this does not mean that the 8 suffixes admitted in March are now discarded. In fact, ICANN has asked for further documentation about .cat, before it may pass to next stage. Yet, before the suffix is definitely approved, it must get through a few more stages, so that the end of the process should not be expected before Spring next year. The .cat suffix, devised to stand for the Catalan language community in the Network, is being promoted by Associació puntCAT, backed by 2.400 Catalan organisations and companies.

Les deux albums, "Li 7 boulo de cristau" et sa suite "Lou tèmple dou soulèu", édités par les Editions Casterman, ont été traduits par Michel Laurent, un retraité de 58 ans, professeur de provençal dans des cours du soir à Salon-de-Provence et membre du Collectif Prouvençau de défense de la culture provençale. Alors que le provençal existe en quatre variations, c'est dans le provençal rhodanien, codifié par le Prix Nobel 1904 de littérature, Frédéric Mistral, que les deux ouvrages ont été adaptés. "La traduction a été assez facile même s'il a fallu parfois s'écarter de la traduction littérale pour s'attacher à l'esprit de l'oeuvre", a expliqué M. Laurent à l'AFP. Ainsi le "Tonnerre de Brest" du Capitaine Haddock devient "tron de goi" (tronc de boiteux), expression typique. Dans la langue de Mistral, Milou ne fait plus "wah-wah" en aboyant mais "Bou-Bou" et Haddock s'emporte avec ses "milo milioun de milo sabord". Pour ne pas s'écarter de la version originale et attester de l'authenticité de la langue méridionale, les deux albums ont été au préalable relus par Jean-Pierre Tennevin, professeur agrégé de lettres et "majoral du Felibrige", soit membre éminent de l'association créée en 1854 par Mistral avec pour mission de codifier la langue. Casterman a édité 8.000 exemplaires de chaque aventure en provençal, dont 3.000 ont été expédiés à des collectionneurs.

Plaid Cymru's parliamentary leader Elfyn Llwyd MP today expressed concern over the Department for Constitutional Affairs' failure to appoint, or even consider appointing, a Welsh speaking District Judge in North Wales. According to Mr Llwyd, the department's stated reasons for not appointing a Welsh speaking judge to the North Wales circuit are not justified. In a letter to the Secretary to the Gwynedd Law Society, the department initially claimed there were no Welsh speaking suitable candidates for the post. Mr Llwyd however is aware of four Welsh speaking Deputy District Judges who should have been considered for the post and who would have been known to the department during the recruitment process. The department on the other hand claims the four Welsh speaking Deputy District Judges were not known to them at the time the appointment was made.

The Culture Department of the Catalan Government, and the Spanish Ministry of Culture are finally agreed on the members of the Experts Commission that should discuss and advise, both the Catalan and Spanish governments, as to the best decision regarding the so called `Salamanca Papers'. Among those `papers' there are all sorts of files and documentation belonging to the Republican Catalan Government, confiscated by Franco's troops at the end of the Spanish civil war (1936-39), and subsequently located in Spanish Salamanca. Several Catalan organizations are moderately pleased by the fact that some of the appointed members are known to advocate the devolution of those papers to their original owners. Among appointed experts there are a former chairman of Catalan Parliament, Joan Rigol, historian Borja de Riquer, a member of Commission for Dignity, Josep Cruanyes, and a representative of Catalan Archives Association, Àngels Bernal, together with Spanish archivists and professors. Yet, as the conclusions of the Commission are not binding, the last word rests, ultimately, on the Spanish Government.

L'article D. 444 du Code de Procédure Pénale est ainsi libellé : « Les détenus doivent pouvoir se procurer les journaux de leur choix n'ayant pas fait l'objet d'une saisie dans les trois derniers mois seul le Garde des Sceaux peut retenir « à la demande des chefs d'établissement » les publications, et ce seulement, si elles contiennent des menaces précises contre la sécurité des personnes ou celle des établissements pénitentiaires.» Bien évidemment, les prisonniers politiques bretons Kristian Georgeault et Paskal Laizé, détenus à la maison d'arrêt de La Santén à Pariz, ne peuvent recevoir le mensuel « Combat Breton » publié par Emgann ( Mouvement de la Gauche Indépendantiste).
